Baihua Garden backs on Qingdao Mountain and is adjacent to Zhongshan Park in the front. It covers an area of 8.25 hectares and was first built in 1990. According to the terrain, two water creeks were built and ten scenic spots such as "Three Friends of Winter", "Red Autumn" and "Heralding Spring" were created.

Later, after renovation, 36,000 square meters of imported high-quality lawns that stay green all year round were paved, and automatic sprinkler irrigation and audio equipment were installed. In 1995, the Qingdao Municipal Government invited famous domestic sculptors to erect statues in the garden for 20 deceased cultural celebrities who were either native to Qingdao or lived in Qingdao and achieved remarkable accomplishments. Therefore, Baihua Garden is also known as the Cultural Celebrities Sculpture Garden.
