In 1900, Kun Zuo, a German missionary, established the Berlin Church on Qinghe Road in the East Town of Qingdao, and Kun Zuo served as the first pastor. In 1925, the Berlin Church transferred all its religious properties in Shandong to the American Lutheran Church.
Subsequently, the church on Qinghe Road was renamed as the Qinghe Road Church of the Qingdao Chinese Lutheran Church. American missionaries John Kuo and Paul An served as the pastors of the church one after another. In 1935, Yang Guang'en became the first Chinese pastor of the Qinghe Road Church.
